PTSL activities organized by the government intended to improving the society welfare and the country's economy prosperity. The result of the PTSL program is a land certificate which provide opportunities for the micro communities and small business actors in Sidorejo Village as collateral in obtaining business capital. Sidorejo Village is one of the villages in Wungu District which became the location for the PTSL implementation in Madiun Regency in 2017, with 1,088 land parcels that have been certified. This study aims to determine the utilization made by business actors who receive the PTSL certificate program in 2017 in order to increase business capital, as well as the role of the government and financial institutions in empowering land rights for the business community in Sidorejo Village. The method used in this research is descriptive qualitative that aim of obtaining a deep understanding of the utilization made by 30 business actors in Sidorejo Village, obtaining loan funds in order to increase business capital. The results of this study are, there are 16 business actors who have used land certificates to obtain capital loans, but only 4 of them have the prospect of increasing business capital. The other, 14 business actors have not utilized land certificates for any purpose on the grounds that they still have sufficient capital and worried that they will not be able to pay installments every month. Cooperation and coordination between the Madiun Regency Land Office and the Office of Trade, Cooperatives and Micro Enterprises cannot be implemented due to constraints regarding the budget that has not been allocated for empowerment activities for land rights for micro and small business communities. The lack of public awareness in utilizing land certificates for capital needs to be addressed by carrying out empowerment and assistance activities by the government to provide knowledge, insight and business actors understanding in Sidorejo Village utilizing land certificates as collateral for obtaining loans, in order to build and improve businesses so that they can achive welfare and prospects for increasing capital of business actors.
