One of the problems faced by developing countries is very high population growth. It affects the improvement of human needs on land. Tendency to convert the use of agricultural to non-agriculture will also increase, especially in meeting
the needs of the residence. The Government of Sukoharjo who have authority in granting land use convertion must be careful in making decisions on the granting of convertion of agricultural to non-agricultural use in order to maintain the environmental balance and sustainability food security. As these problems, it can be seen how effective the implementation of the granting of land use conversion made by Sukoharjo Government. To be able to obtain answers to these problems, the researchers used a mixed method research among qualitative method and quantitative method. This
method is used to determine the effectiveness of the implementation of the granting of land-use convertion and aspects to be considered in the implementation of the licensing of agricultural to non-agricultural use convertion
in Sukoharjo.
The results showed that the level of effectiveness of granting land use convertion in Sukoharjo based on productivity, efficiency and quality parameters so can be summed up quite effectively. Aspects to be considered in the granting of
and-use convertion are the spatial, land use, land capability, land use suitability and environmental aspects.
