The growth of population and area development drove the need of land to the perurban area. Sub district Sewon is one of peri urban area that directly adjacent to Yogyakarta City. The dynamic of Sewon area development is marked with the change of land use. This research’s objectives were to discover the characteristic of land use change (type, size, and distribution) in Sub district of Sewon District of Bantul, who were actors involved in the contestation of land use change, how was the impact of actor contestation on the change of land use as well as the effort on controlling of land use change.
This research was conducted in Sub District of Sewon District of Bantul. The method used in this research was descriptive with qualitative approach. Data was collected by using interview, documentary study and field observation. Data was
analyzed by using overlay technique to discover the characteristic of land use change. Qualitative analysis technique was used to discover who were actors involved in the change of land use as well as the effort on the controlling of land use change.
Result of this research were the size of land that suffered a change of land use was 166,36 ha (5,95%) and land that did not suffer a change was 2631,23 ha (94,05). Many agricultural land changed into residential (village and housing), service land, warehousing and industrial. Distribution of land use change was mostly located at Panggungharjo
Village and Bangunharjo Village. Development pattern of Sewon Sub District area was tend to develop linearly, namely area development following road access. Actors involved in the change of land use were society (farmers and non farmers), privates (housing developer, business actors, industrial and trading, shop house developer, offices,inn/guest house/homestay), government and Land Deed Registrars (PPAT). Actors who won the contestation were actors who have better resources and capital, in this term were non farmers and private communities. The impact of actor contestation in the change of land use was the size of agricultural land. The efforts on controlling of land use change conducted by government were drafting RDTR completed with Zonation Regulation, Discussion concerning Sustainable Food Agricultural Land in District of Bantul, tighten in obtaining housing development permit, Housing Development Moratorium, Discourse
of Land Bank Establishment and Discourse of Housing Development Vertically.
