Abstrak
In basic geospatial information consists of a reference frame in the form of well-defined control points, then a base map that can take the form of a orthophoto map. Where both are requirements that must be met before the cadastral mapping measurement work is carried out. The Kendari City Land Office uses the reference frame, namely InaCors, in carrying out cadastral measurement activities. Then the Drone orthophoto map that is used as a map work and GeoKKP orthophoto map which is used as a basemap. Thus, both of these information must be compatible in the sense of referring to a coordinate system. The purposes of this study are (1) To find out the accuracy of the Drone orthophoto map and GeoKKP orthophoto map. (2) To find out the accuracy and the precision of the position of the boundary plot points mapped on the Drone orthophoto map and GeoKKP orthophoto map. The research method used in this study is a comparative method with a quantitative approach. By comparing the data between the results of identification on the orthophoto map with the results of field measurements. The data is the corresponding data between the Drone orthophoto map and the GeoKKP orthophoto map and then the measurements are taken with the Static GNSS method for the control points and RTK-NTRIP for mapped plot boundary point. Drone orthophoto maps are derived from the results of recording using UAV / Drone and GeoKKP orthophoto maps are derived from google satellite map images in the GeoKKP application.
The analyzes used are (1) Horizontal accuracy test to obtain RMSE value and CE90 value to determine the accuracy of orthophoto maps based on the provisions of the Regulation of Minister of Agrarian and Spatial Planning/Head of the National Land Agency Republic of Indonesia (PMNA/KaBPN) Number 3 of 1997, with a planimetric accuracy of 0.3 mm on the map scale. Urban areas use 1: 1,000 scale maps. (2) Based on the calculation of lateral position differences to find out the accuracy of the position of the mapped plot boundary point on a orthophoto map with the condition that the position difference tolerance is 0.3 m, and using a statistical test (t test) to determine the precision of the position of the mapped plot boundary point on the orthophoto map.
Based on the results of research and analysis, the things that can be concluded are (1) The horizontal accuracy test of the Drone orthophoto map obtained an RMSE value of 1,781 m and a CE90 value of 2,703 m. And the GeoKKP orthophoto map obtained an RMSE value of 2,539 m and a CE90 value of 3,853 m. Thus the accuracy of the Drone orthophoto map and GeoKKP orthophoto map does not meet the requirements of the Regulation of Minister of Agrarian and Spatial Planning/Head of the National Land Agency Republic of Indonesia (PMNA/KaBPN) Number 3 of 1997. (2) The accuracy of the position of the mapped boundary points on the Drone orthophoto map and the GeoKKP orthophoto map is inaccurate, based on lateral position differences that are greater than the tolerance requirement of 0.3 m and are not precise based on the results of the t test, namely there are significant differences.
