Abstrak
Banyuwangi has the largest forest area in East Java Province, covering an area of 177,084 hectares. The large forest area in Banyuwangi is comparable to the high conflict over land tenure in the forest area. This research aims to explain the forest areas land tenure typology conflicts in Banyuwangi. The typology conflict over land tenure in forest areas often occurs in Banyuwangi is the conflict between the community and Perum Perhutani. Kedungasri Village has the largest area with conflicts over land tenure in forest areas between the community and Perum Perhutani that have been going on for decades and must be resolved immediately.
This research also explains the effort to settle forest tenurial (PPTKH) which is carried out with a spatial approach to provide recommendations for Agrarian Reform and Social Forestry (RAPS) policies. The spatial approach is carried out by satellite images processing with a 20-year period, which are taken in 2019 and 1999. So that proving the existence and duration of land tenure in the forest area by the community of Kedungasri Village. The identification results in the tenurial forest community location utilizing the SPOT 7 imagery for 2019 are the 120,40 hectares area of Kedungasri Village have been occupied by the community (the form of settlements, agriculture, and the field) but claimed as Perum Perhutani forest area. There are 50,80 hectares or about 42% was directed towards agrarian reform policies through by Forest Area Swap (TMKH). Meanwhile, the social forestry policy covers an area of 69,60 hectares or about 58%. The location to be proposed for the RAPS is dominated by land use in the form of agriculture and settlements.
