Abstrak:
Complete Systematic Land Registration (PTSL) is a strategic program of the Ministry of Agrarian Affairs and Spatial Planning / National Land Agency (ATR / BPN) in order to accelerate land registration in Indonesia. In the implementation of PTSL, there are several obstacles, one of which is in improving the quality of data on land parcels in Cluster 4 (K4) where the land parcels are certified but have not been mapped onto the Computerized Land Activities (KKP) registration map. The process of carrying out activities for each office has different settlement methods, one of which is using a bingmap image which is used as a base map for the process of mapping land parcels. In order to know the validity of the results of the K4 land parcel improvement activity, it is necessary to study the quality test of spatial data regarding these activities.
The purpose of this study was to determine the quality of land parcels spatial data resulting from the increase in Cluster 4 (K4) which includes the aspects of position, area, distance and shape of land parcels in Pakahan Village, Jogonalan District, Klaten Regency. To achieve this goal, the research method used is a quantitative method with a descriptive approach. In this descriptive research method, it can be comparative, namely comparing the K4 plot of land with the land measured in the field. The research method used is to determine the quality of the spatial map data quality of land parcels resulting from increased K4 activities and then to analyze the data which refers to the Technical Guidelines for the Regulation of the Minister of Agrarian Affairs / Head of the National Land Agency Number 3 of 1997 and the Technical Guidelines for Complete Land Registration for Cities / Regencies in 2019.
The results of the comparison test for the position of the boundary point of the K4 plot of land with the boundary point of the land parcel referenced with the TDT of 138 points shows that one point (1%) meets tolerance and 137 points do not meet tolerance (99%), while the test for the position of the K4 land boundary point with the boundary point of the land plane referenced by inaCORS indicates that all points do not meet the tolerance. The results of the extensive test of 39 samples of land plots showed that 13 plots met tolerance (33%) and 26 plots did not meet tolerance (67%). The results of the distance test of 152 distances from 39 plots of land show that 25 distances meet tolerance (16%) and 127 distances do not meet tolerance (84%). The results of the comparison test for the shape of the plane show that there is no significant difference between the shape of the K4 plot of land and the shape of the plot of the measurement results.
