Complete and systematic land registration ( PTSL ) is the government programs to accelerate massive land registration, with the concept of the complete map take into effect in 2017 .PTSL is expected to overcome delays in systematic land registration who was formerly undertaken through the adjudication and PRONA.To accomplish the purpose of PTSL, the PTSL’s target have been improving from year to year .
The land office of Bantul regency has PTSL targets of 73.000 parcel of land .The target is considered relatively large and push the land office of Bantul regency to make various sets of innovation, so that the actual achievement can meet the target particularly in the areas of juridical data collection .To support the achievement of the juridical data collection, the innovation namely the utilization of the innovation SIAP application and community empowerment .
This study aims to explain strategy in juridical data collection in the Palbapang village, and obstacles experienced in juridical data collection. A method of qualitative descriptive was used in the study.
This research result indicates that: 1 ) internal obstacles such as lack of employees in the land office of Bantul regency whose competent in the juridical field .The external obstacles many villages are collecting file near the end of the fiscal year due to some problems , 2 ) the land office of bantul regency strategy is using the SIAP application as database to input the juridical data and involves several parties for juridical data collection as the juridical data collector team , the administrator of the village , community groups and community involvement who participated in PTSL.
