The construction of roads including highways will create an impact on the ease of access in certain areas. The existence of highways can not be separated from both entrance and exit of highway. The highway plan at the Bagi village which is adjacent with Garon village initally socialized in the end of 2012, triggered the growth of the area and simultaneously impact the increase of land value. Consequently, the highways entrance in the rural area will be clearly seen in the variation of land value than in the urban area. This research aims to determine the rise of land value and the variation of land value change in the surrounding areas.
This study applies the quantitative approach as the survey method. The technique of collecting data are interviews and document study. Sampling will be done by cluster random sampling using 85 data samples which has been dealt either transaction or offerings. Analysis of data using double linear regression with 5 independent variables (X and D) are the distance to the entrance of highways (X1), the distance to the existing road (X2), the width of road (X3), the access to the road (D1), and landuse type (D2), while the dependent variable (Y) is the land value from 2012 to 2015.
Based on the result and analysis can be concluded: first, land value near the highway plan increase averagely 151% or IDR 212.776/m2 within the first four year; second, occurred the variation of land value change with the rising percentage is 11-125% and the average for the highest increase land value is 59%. Therefore, in the year 2015, the highway plans will influence to the increasing of land value in the study area.
The determination of land value zone in the process of ZNT maps necessarily concern to the factors that affect land value in order to obtain the representative land value. Madiun District Land office need to compile a database for precise and update land value periodically so that it can be used as consideration in land sector.
