Unregistered land which has been traded (purchase and sale) must soon be registered so that it has legal certainty and guarantee concerning its ownership status. Based on Article 24 PP No. 24 of 1997, the name of the person who holds the rights over land for the last time will be the one registered in the land book when it is first registered. In practice, after the implementation of Land Registry Office Computerization (KKP) at the Land Registry Office in Bantul Regency, there is a policy for the first registration of unregistered land which has been traded. The policy is the implementation of conversion from land owner (seller). After certificate is issued, Deed of Sale (AJB) is processed which is then followed by the registration of rights transfer to the last person holding the rights over land (buyer). This thesis aims at knowing and explaining the implementation procedure of the first land registration after the implementation of KKP at the Land Registry Office in Bantul Regency as well as finding out its weaknesses and strengths.
This research used both normative and empirical legal methods by using legal and analytical approach. The legal fact were collected through interviews and documentary study. The result shows that the implementation of the first land registration at
the Land Registry Office in Bantul Regency is not in accordance with the basic law of land registration, namely PP No. 24 of 1997. This occurs due to misunderstanding between the Land Registry Office in Bantul Regency and Land
Information Data Center BPN about PNBP of purchase and sale of land . The weakness of the implementation of the first land registration after the implementation of KKP at the Land Registry Office in Bantul Regency is the fact that the process does not abide by the principles of land registration which may lead to disputes if each party has no intention to solve it. On the other hand, its strength is the fact that the land registry service is done systematically with KKP application since it enables document tracking so that any information related to the process of documents can soon be tracked down if needed.
The Ministry of Agrarian and Spatial Planning (ATR) / Land Registry Office (BPN) needs to issue a basic law concerning KKP material which can be in the form of minister regulation and technical guideline based on such minister regulation about the technical use of KKP application. Besides, socialization and training are also needed for the staffs of the Land Registry Office in Bantul Regency as well as any relevant parties providing land registry service.
